Debate over changes in police response to domestic violence sours in Pittsburgh City Council - Pennsylvania

"After more than two hours of often-rancorous discussion, City Council agreed  to separate the zero-tolerance issue from the legislation and deal with it  separately after it can be discussed by women's groups.

"The other bills, which would establish special training for all officers on  how to respond to domestic violence situations and a Domestic Violence Advisory  Board, were held for one week...."
