Raychelle Black had been living in Atlantic City for just two weeks in October 2012 when she and her sister found themselves waist-deep in water one night.

“They were talking about a storm coming, and people who lived there in the years before said nothing would happen. Nothing had happened before,” Black said. “We were living on the bottom floor, on Arkansas Avenue, and the streets were flooding. We were suddenly trying to move as much upstairs as we could.”

When Hurricane Sandy swept through New Jersey three years ago, it left many shore residents to deal with wreckage. While much has been written about efforts to rebuild beaches, strengthen infrastructure and raise houses, Sandy also took a mental toll. In dealing with the emotional and mental strain of the experience, residents were helped by an aggressive screening effort, led by the state Department of Health.
