STATEMENT OF WORK

  1. SCOPE OF WORK

Contractor shall produce a youth authored publication for youth in custody at County of San Diego Probation Department juvenile detention facilities. The publication shall be a collection of written word or visual art pieces authored by youth in custody. Hand-written pieces shall be transcribed and edited for content; individual pieces will be selected to print in the publication. Publications shall be provided to all participants to keep. Youth to be served are between the ages of thirteen (13) and eighteen (18).

  1. BACKGROUND INFORMATION

Youth in custody often feel isolated, ashamed and marginalized. Through written word and visual art, youth are able to tell their stories, share their ideas, life experiences and process trauma in a safe and therapeutic space. Writing about their own experiences and their thoughts on community issues can help motivate youth to make different and more positive decisions in the future. By sharing their pain, memories, mistakes and hopes, youth can help inform the system and teach the community outside about the root causes of juvenile delinquency.

  1. GOALS

3.1 Contractor shall give youth in custody the opportunity to share their ideas and life experiences in a safe space

by:

3.1.1 Encouraging literacy and creative writing skills

3.1.2 Providing opportunities for self-expression

3.1.3 Promoting each youth’s individual strengths and abilities

3.1.4 Strengthening feelings of self-confidence and self-efficacy

3.1.5 Developing critical thinking skills

3.1.6 Promoting a sense of belonging

3.1.7 Processing trauma and bolstering feelings of self-worth

3.1.8 Motivating youth to make more positive decisions in the future

  1. REQUIREMENTS FOR SERVICE DELIVERY

4.1 Publication Production

4.1.1 Contractor shall provide suggested topics and/or prompts for youth to focus on for each publication in writing, via e-mail to the Contracting Officer’s Representative (COR) or his/her designee.

4.1.2 Contractor shall transcribe hand-written submissions.

4.1.3 Contractor shall edit content prior to printing.

4.1.4 Contractor shall respond to each individual submission in writing, via e-mail and/or standard mail to the COR.

4.1.5 Contractor shall select pieces to include in the publication and submit them to print.

4.1.6 Contractor shall provide all supplies and services required to bind the publication into a volume.

4.1.7 Contractor shall provide copies of publications for each published youth and for each institution to keep.

4.1.8 Contractor shall pay any postage fees required. This may include shipping the work from the youth at the facility to the contractor and/or shipping the publication to the facility and/or youth.

4.1.9 Contractor shall provide any other equipment necessary to perform the work described herein and/or as directed by the COR or his/her designee.

4.1.10 Contractor shall produce at minimum one (1) publication per month

4.1.10.1 In addition to providing hard copies of the publication via standard mail, contractor shall email a Portable Document Format (PDF) version to the COR.

4.2 Probation Responsibilities

4.2.1 COR or his/her designee shall collect youth submissions to mail to contractor for compilation.

4.2.2 Probation shall provide the writing and art supplies to the youth for use in creating works to be included in the publication.

4.3 Culturally Appropriate Services

4.3.1 Contractor’s services, policies, and procedures shall be culturally competent.

4.4 Customer Satisfaction Questionnaire

4.4.1 Contractor shall provide a customer satisfaction questionnaire to 100% of the youth who participate. Survey shall be pre-approved by the Contracting Officer’s Representative (COR) or his/her designee.

4.5 Scheduling of Activities

4.5.1 Contractor shall coordinate schedule of activities with COR or his/her designee in advance.

  1. STAFF QUALIFICATIONS

5.1 Contractor shall recruit, hire, and maintain sufficient staffing required for contracted services.

5.2 Contractor shall employ staff that possesses a combination of experience and education that demonstrates the ability to provide a youth authored literary publication for youth in custody at Probation juvenile detention facilities.

Addendum No. 3 forms a part of the contract documents and changes the original documents only in the manner and to the extent stated.

QUESTIONS AND ANSWERS:

Q: Is this a new scope of work or has this work already been ongoing?

A: This is a new Scope of Work.

Q. Has the County worked with a vendor/contractor in this capacity previously or currently?

A. Probation has not worked with a contractor in this capacity previously or currently.

Q. Approximately how many youth in custody are expected to contribute stories/art?

A. Probation expects that all youth in custody will participate in the program, however, not all work will be selected for submission.

Q. How many submissions are expected on a monthly basis?

A. Probation estimates 20-40 submissions each month but the number may change based on Probation needs
