just an idea - but I'd suggest you contact state Public Health organizations, such as the Ohio Public Health Association. Each state has one - and a couple states have two. These are affilitates of APHA and have experience in hosting major conferences and have contacts with venues in their states. They also work in regional groups - with Ohio being in Region 5 (like most PH regions). I'm sure many of them would be delighted to host these regional conferences! Many also have the electronic capability for doing conference registration and staff to help with on site logistics. And... they have memberhsips who would likely be prime candidates to attend such conferences! Just a thought...
