Hi Rueben, I believe the first use of the term trauma informed care was by Roger Fallot and Maxine Harris in their book

Using Trauma Theory to Design Service Systems: New Directions for Mental Health Services which was published in 2001. Other early adopters include Sandra Bloom and Bruce Perry already mentioned.
