I have received the reply to my question regarding PBS stations screening "Cracked Up". From the Support Team at "Cracked Up":

The answer is that our Netflix contract prohibits us from showing Cracked Up on another television network including Public Broadcast Stations.

We appreciate your enthusiasm to share our film in this way, but every distribution deal comes with restrictions.
