This is a great question!  And a bit complex too!  There are many counties and cities that are currently in the process of being designated trauma informed.  

This article which was published in ACES Too High discusses, Tarpon Springs FL First Trauma Informed City embraces messy path toward peace  

In addition, Jane Stevens wrote an article (Feb 2016) that was picked up by The Chronicle for Social Change  titled What Cities and Counties Should Ask Their States For 

The article explores many factors including "making the business case for ACEs".
